    The Project Manager will serve for a large, complex task order (or a group of task orders affecting the same common/standard/migration system) and shall assist the Program Manager in working with the Government Contracting Officer (CO), the contract-level Contracting Officer's Representative (COR), the task order-level COR(s), government management personnel and customer agency representatives.

    Responsibilities

    The Project Manager will support senior level leadership to define, develop, test, analyze, and maintain new software and service applications in support of achieving program objectives. Additionally, the Project Manager will provide support from Project Initiation through deployment including documentation review, presentations, status reports, budget tracking, and resource management throughout the production life cycle. The ideal candidate will have experience in managing multiple teams including: governance, architecture, modeling, design, and development teams.

     

    Responsibilities also include:

    Managing the formation of a software development and integration factory that includes: business process modeling, rapid and iterative development cycles, and integration efforts. Additionally, the Project Manager will be responsible for: Monthly Progress Reports, Weekly Status Reports, Meeting Agendas and Minutes, EVM Reporting, Managing a full lifecycle team - Requirements, Development, Testing/QA, Documentation, and Tier 2 Help Desk. 

     

    Other responsibilities include: vendor management, tools integration, and training.

    Qualifications

     

     

    • A Bachelor of Science degree in Engineering, Business, Computer Science, or other related degree, OR a minimum of 11 years of experience without a degree. 
    • 5 years of Information Technology experience
    • Under the guidance of the Program Manager, ensuring that the technical solutions and schedules in the task order are implemented in a timely manner for the overall management of the specific task order(s)
    • Knowledgeable in MS Project
    • Experience in software development
    • Excellent verbal and written skills, with strong program development and presentation experience
    • Strong background in first generation web services standards, technologies such as web services, and JMS web services
    • Experience with creating and reviewing documentation
    • Experience with process and policy development
    • Strong communication skills, both verbal and written
    • Must be comfortable presenting information to groups

    Preferred Skills:  

    • Experience with HHS Programs
    • Knowledge of IT Systems and business processes and policies associated with the Animal Generic Drug User Fee Amendment (AGDUFA)
    • Demonstrated experience in account management of consulting services in the areas of business analysis, project/program management and/or enterprise architecture
    • Excellent verbal and written communication skills
