Dovel Technologies is currently searching for a Senior-level Product Manager to support the Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA).This opportunity is full-time, and it is on site in the Washington, DC Metro area.

Position Summary:

The Product Manager will provide the internal voice of the customer and work with Product Owners and customers to understand and communicate their needs, define system features, and participate in validation. He/she is responsible for the program backlog and prioritizes features and enablers using an economic approach. The Product Manager maintains a holistic view of requirements in context of program scope and roadmap, and fully committed to project success.

Skills & Responsibilities:

  • Must possess leadership skills since will be responsible for managing a team of Product Owners.
  • Identifies customers' needs, prioritizes features, generates product requirements, determines specifications, production timetables, pricing/sizing, and time-integrated plans for product introduction.
  • Manage the requirements in the backlog and icebox and assign to Product Owners.
  • Manage program scope and priorities in coordination with the grant programs and users, including ensuring that requirements management activities are completed in accordance with program schedules.
  • Delineate responsibility and accountability across the teams.
  • Has the decision authority to ensure that the development teams always have their questions answered.
  • Has the knowledge of the end state.
  • Direct program to follow DHS guidelines, gate reviews and methodologies.
  • Develops and communicates the program vision and roadmap working collaboratively with the Program Manager and client stakeholders.
  • Owns program backlog and drives product objectives and release content through established prioritized features and enablers. Establishes feature acceptance criteria. Defines releases and program increments.
  • Follows a Lean-Agile enterprises focus on delivering the right solutions to customers with the highest quality in the shortest lead times requiring the Product Manager with clear content authority to take responsibility for continuously defining, prioritizing, and validating requirements. Working closely with development in short, integrated learning cycles to bring the voice of the customer to the developers, and the voice of development to the customer.
  • Conducts demos of the system, assesses metrics including business value achieved vs. planned.
  • Have an understanding of automated and programmable security controls, dedicated management/security in a virtual private cloud (VPC), identify and access control, hardening OS’s and applications, encrypting data at rest and in motion.





  • B.S. in Computer Science or Information Management or Engineering
  • Minimum ten years of IT Project Management experience, focusing on IT development projects
  • Understanding of Lean-Agile enterprise approaches (e.g., SAFe Agile Framework)
  • Excellent written and verbal communication skills, including experience in presenting material to senior Government officials
  • Exceptional attention to detail and willingness to support the development of documentation and peer reviews
