We have an exciting opportunity for a Software Developer, Lead (Oracle Forms) to support the Software Development Life Cycle (SDLC) of an enterprise level federal contract.  The qualified candidate will be a customer-focused developer with experience in developing, maintaining and modernizing software systems based on Oracle Forms, Oracle APEX, Oracle Reports and Crystal Reports for a federal agency.


  • Lead a team of Developers
  • Administer, maintain and enhance applications based on Oracle Forms, Crystal Reports, and Oracle Reports.
  • Modernize legacy form-based applications using technologies such as Java and Oracle AJAX.
  • Translate use case requirements, technical specifications and design into code
  • Develop estimates for design and implementation level of effort
  • Participate in design, code, and test inspections throughout life cycle to identify issues/defects; participate in other meetings, such as those for use case creation
  • Document issues/defects and support issue/defect resolution until closure
  • Perform peer code reviews and provide feedback
  • Conduct manual and automated unit testing
  • Develop strong understanding of system requirements and application support needs
  • Provide application administration and user support



  • Eligibility for a Public Trust clearance (Level 5)
Technical skills~
  • 8+ years of experience with one or more of the following technologies: Oracle Forms, Oracle APEX, ColdFusion, Crystal Reports, and Oracle Reports
  • Proficient in HTML, JavaScript, jQuery, CSS, XML, and JSON
  • Strong knowledge of SQL
  • Familiarity with Configuration Management methodologies and tools, including SVN
  • Experience leading teams
Soft skills~
  • Well-organized with proven success in managing assignments to timely completion
  • Ability to work independently and in a team environment
  • Solid verbal and written communication skills with attention to detail
Desired Qualifications:
  • Experience with Section 508 compliance  
  • Experience with Bootstrap and familiarity with modern web design principles
  • Experience with Java, Oracle AJAX, or .NET development
  • Experience with API and RESTful web services development
  • Certified Scrum Master such as Agile training or certifications
Education Requirements:
  • Bachelor's degree or equivalent in Computer Science or related discipline
